In an increasingly digitalized world, with the evolution of technology, data collection and management are major issues and challenges for organizations.
However, the management of polling station results has always been a major issue in the Guinean electoral process. This sensitive point is often the object of discord, cheating, modifications or loss of PVs, and more often than not emailed by major incidents and disputes.
Its rudimentary management, with no digital tools, is also a hindrance to the major recommendation made by several observation missions in terms of electoral management.
One of the main reasons for these difficulties is the manual management of this crucial stage in the electoral process. In addition, administrative commissions for the centralization of votes (CACV) have shown their limitations through their partiality, as it is often within them that the majority of election tampering takes place.
Experience in a number of countries, such as Cape Verde, Ghana, Senegal and Nigeria, has shown that digitizing this stage of the process not only ensures transparency, but also delivers reliable, universally accepted results within an extremely short timeframe (usually less than 24 hours).
The current development of digital technology and its increasingly easy access are major opportunities for improving the management of the electoral process. Digital technologies can be of great help in automating and exploiting tasks, generating automated performance indicators (KPIs), managing data collection in real time, and making results available to all stakeholders.
Based on the known limitations of manual results management in Guinea and the resulting negative consequences, and taking into account the positive experience in countries such as Cape Verde, a group of young Guinean engineers from the American dispora living in Guinea decided to create a think-tank to remedy these shortcomings in the Republic of Guinea.
